CITATION TO ACCOMPANY THE AWARD OF
THE AIR RESCUE ASSOCIATION RICHARD T. KIGHT AWARD
TO
MAJOR TREVOR J. BOYKO
Major Trevor J. Boyko distinguished himself as Outstanding Combat Search and
Rescue (CSAR) performer as the HQ EUCOM Personnel Recovery CSAR Office of
Primary Responsibility and HQ USAFE HH-60G Functional Area Manager. His
phenomenal leadership, initiative, and attention to detail were instrumental to
the overall effectiveness and success of the CSAR mission in this command.
Initially the only CSAR qualified person assigned to HQ USAFE, Maj Boyko built a
Personnel Recovery (PR) Cell from the ground up. He identified and created
manpower positions resulting in Combat Rescue Officer, Survival, Escape,
Resistance, and Evasion Senior NCO, and Pararescue Senior NCO representation on
the HQ staff. He demonstrated exceptional performance and vision, recognizing
shortfalls in the training, equipping, and funding of the 56 Rescue Squadron (RQS),
EUCOM's only CSAR asset. Maj Boyko created the first ever mobility Designed
Operational Capability statement for the 56 RQS and postured their capability in
the Air Expeditionary Force construct. Now, the 56 RQS is not only the keystone
of EUCOM's CSAR capability, but the NATO Reaction Force as well. A seasoned
combat veteran with 3500 flying hours, he also provided operational oversight as
the Command HH-60 Evaluator pilot. Integrating the unit into USAFE from a recent
transfer from Air Combat Command, he conducted checkrides, implemented HHQ
guidance, authored helicopter specific guidance into USAFE instructions, and
supported the unit during weapon's training deployment Zaragoza, training CSAR
operations to our NATO allies. Ultimately his efforts contributed to the 56 RQS
receiving an Excellent rating during their first Standardization/Evaluation
Visit in USAFE. The exemplary professionalism and unmatched leadership
demonstrated by Maj Boyko reflect great credit upon himself and the United
States Air Force.
