It actually increases road rage. A forest of stop signs, a street full of intentionally mis-timed stop lights, or a collection of speed humps just piss off drivers. I honk my horn at all speed bumps and traffic circles (of the "traffic calming" variety). Why? If the street is SOOOOO dangerous that they feel the need to slow down everyone, then I have to do my part to announce my presence to any little urchin within earshot that I'm coming down the road.
