FLORIDA SCANNER LAW
Paraphrased from the Section 843.16 of the Florida State Statues.
Consult the printed version for exact wording.
(1)  No person, firm, or corporation shall install in any motor vehicle or business establishment, except an emergency vehicle or crime watch vehicle as herein 
     defined or a place established by municipal, county, state, or federal authority for governmental purposes, any frequency modulation radio receiving equipment 
     so adjusted or tuned as to receive messages or signals on frequencies assigned by the Federal Communications Commission to police or law enforcement officers 
     of any city or county of the state or to the state or any of its agencies. Provided, nothing herein shall be construed to affect any radio station licensed by 
     the Federal Communications System or to affect any recognized newspaper or news publication engaged in covering the news on a full-time basis or any alarm 
     system contractor certified pursuant to part II of chapter 489, operating a central monitoring system.

(2)  As used in this section, the term:

     (a)  "Emergency vehicle" shall specifically mean:

           1.  Any motor vehicle used by any law enforcement officer or employee of any city, any county, the state, the Federal Bureau of Investigation, or the Armed 
               Forces of the United States while on official business;

           2.  Any fire department vehicle of any city or county of the state or any state fire department vehicle; 

           3.  Any motor vehicle designated as an emergency vehicle by the Department of Highway Safety and Motor Vehicles when said vehicle is to be assigned the use of 
               frequencies assigned to the state;

           4.  Any motor vehicle designated as an emergency vehicle by the sheriff of any county in the state when said vehicle is to be assigned the use of frequencies 
               assigned to the said county;

           5.  Any motor vehicle designated as an emergency vehicle by the chief of police of any city in the state when said vehicle is to be assigned the use of  
               frequencies assigned to the said city.

     (b)  "Crime watch vehicle" means any motor vehicle used by any person participating in a citizen crime watch or neighborhood watch program when such program and 
          use are approved in writing by the appropriate sheriff or chief of police where the vehicle will be used and the vehicle is assigned the use of frequencies 
          assigned to the county or city. Such approval shall be renewed annually.

(3)  This section shall not apply to any holder of a valid amateur radio operator or station license issued by the Federal Communications Commission or to any 
     recognized newspaper or news publication engaged in covering the news on a full-time basis or any alarm system contractor certified pursuant to part II of 
     chapter 489, operating a central monitoring system.

(4)  Any person, firm, or corporation violating any of the provisions of this section shall be deemed guilty of a misdemeanor of the second degree, punishable 
     as provided in s. 775.082 or s. 775.083.

12/07 - The State of Florida will be changing the statewide mutual aid frequencies due to 800 MHz rebanding.

10/05 - The State of Florida is currently testing the new EDACS Pro-Voice Digital Statewide Trunked System. They will be switching all comms over to this system 01/05 at the ealiest.

BREVARD COUNTY

04/08 - Brevard County is currently rebanding their radios.

10/07 - Their is some talk of Brevard County of upgrading the system with two more towers and rebanding.

11/06 - Melbourne Fire Dept. station 78 is now in operation at 850 Eber Rd.

10/05 - West Melbourne Police Dept. is buying a VHF system to be used along with the county 800 MHz System. 11/06 - Nothing heard on this system

11/06 - Cocoa Police Dept. is now dispatching West Melbourne, Melbourne Village and Melbourne Beach Police Depts.
Brevard County Fire Rescue is dispatching Melbourne Beach Fire Dept.

05/05 - Cocoa Police Dept. is now dispatching West Melbourne and Melbourne Village Police Depts.

03/05 - Palm Bay Police Dept. is getting new radios and will have all or some of the talkgroups encrypted

01/05 - BCFR is paging out Fire Rescue calls to Cocoa Fire Dept. on talkgroup 15-150.
Cocoa Police Dept. is paging out Fire Rescue calls to Cocoa Fire Dept. on talkgroup 11-061.

12/04 - Grant Volunteer Fire Dept. has disbanded because of a lack of volunteers. Station 85 is now closed. The area is now covered by stations 86 & 87.

01/04 - BCSO Cape Canaveral units have radios to communicate with Port Canaveral Security on 154.905.

12/03 - The Cape Canaveral 800 MHz trunked site is scheduled to be operational 2004/05. This site will also have all new frequencies.

12/03 - Rockledge Fire Rescue is now being dispatched by Brevard County Fire Rescue (Talkgroups 03-102, 03-012 etc.). The city also can page out Fire Rescue calls on talkgroup 06-015.

09/03 - Starting 10/01/03 Palm Bay Fire Rescue will handle calls on I95 from the Palm Bay City line to the Indian River County line.

07/03 - Starting 10/01/03 Brevard County will start providing fire services to the Deer Park and Deseret Ranch areas of Osceola County. Osceola County will provide fire services to the Fellsmere Grade area of Brevard County.

INDIAN RIVER COUNTY

800 MHZ TRUNKED SYSTEM
800 MHz TAC 1 Fire and Rescue traffic is being rebroadcast on 153.92 for the volunteers.
There are plans to add 5 additional frequencies to the West System. Unknown if or when this will happen.

Vero Beach Police Dept. was issued a new license for 460.40 MHz. Unknown use, possibly training or undercover work.

VOLUSIA COUNTY

800 MHZ TRUNKED SYSTEM

10/07 - VCFR is in the process of changing all the fire depatment talkgroups.

01/05 - VCSO will start dispatching Daytona Beach Shores Public Safety on 02/01/05.

12/04 - VCSO started dispatching Daytona Beach Police Dept.on 12/01/04.

12/04 - VCSO started dispatching Deland Police Dept.on 10/01/04.

07/04 - VSCO is now dispatching Holly Hill Police Dept.

10/03 - Volusia County Emergency Communications Center (ECC) now dispatches the following:
Volusia County Fire Services
Holly Hill Fire Dept.
S. Daytona Fire Dept.
Deland Fire Dept.
Orange City Fire Dept.
EVAC Ambulance

10/03 - The Regional Public Safety Communications Center (Communication Interlocal Agency) now dispatches the following:

ST. LUCIE COUNTY

800 MHZ TRUNKED SYSTEM

05/03 - It looks like St. Lucie County is changing the way they have the 800 MHz Trunked System setup. The West System is going to be added into the main system.

St. Lucie County Sheriff Dept. has renewed their license for 460.025 and 460.075 MHz. Unknown use, possibly training, undercover work or trunked system backup.

ORANGE COUNTY

800 MHZ TRUNKED SYSTEM

As of 04/01/08 all Orlando Police Dept. talkgroups are encrypted.

07/03 - Orange County is changing and updating some of the talkgroups on their system. The sheriffs are getting new Motorola XTS 5000 portable radios. These radios have 500 talkgroups and are able to talk in analog, digital and encrypted modes.

OSCEOLA COUNTY

01/06 - Osceola County Fire Rescue has disbanded all volunteer fire departments and no longer uses volunteer firemen.

06/04 - Their has been some discussion of having the Osceola County Sheriff's Department taking over dispatching for Kissimmee and St. Cloud Police Depts.

01/04 - Osceola County has renumbered all of their fire stations inclunding the cities of Kissimmee and St. Cloud.

POLK COUNTY

03/05 - The Town of Mulberry is now on the Polk County 800 MHz Trunked System and is no longer using their VHF frequency.

LAKE COUNTY

04/05 - Lake County Fire Rescue has renumbered all the county fire stations.
